This juncture can be put anyone to be disconcerted. A police officer is still missing for an entire chaos.

This is the new training course for advanced driving instructors in Ireland. The 'bright' idea is that they have to learn how to think 'outside the box' when they are faced with the new road signs, and know how to respond naturally (instinctively)! ...right, now everyone panic!

'bright idea' is used sarcastically in this sentence/context! It is a kind of 'send up' of the whole course.

Editor's note/s: This advanced training course was designed by politicians after having consulted, in a limited way, with town planners! Perhaps this explains why so many countries are 'in a mess'.(mixed-up thinking)...I rest my case! Rofl hahaha / ¡Este curso avanzado fue diseñado por los políticos después de haber consultado con los urbanistas, en una manera limitada! Puede ser que es el porqué que muchos países tengan muchos problemas...(pensar desorientada/confuso) ¡a las pruebas me remito! Rofl jajaja
