Question

In one of the discussion categories, it says:
Un agradable lugar en el que los nuevos miembros puede decir hola.
Why isn't this:
Un lugar agradable en qué los miembros nuevos pueden decir hola.
I can't figure it out.

I just noticed this:
Share your travel tips, get advice, and explore the world / Comparte tus tips de viaje, obtener gugerencias, y explorar el mundo
Why does this not use the command forms for all, not just the first:
Comparte tus tips de viaje, obtenga gugerencias y explora el mundo
These are really confusing me.
