Maria doesn't respect her sister. She doesn't value or appreciate her.

María tiene mala opinión de su hermana

The sentence that you wrote, 'Maria holds in low esteem to her sister" does not make sense. You would say, "Maria holds her sister in low esteem."

To hold someone in low esteem means that you do not value them highly. It means that you do not view them as a good example of how to conduct one's life. The term is often used to describe someone whose moral character you find to be quite lacking.

I guess, Maria has a low opinion about her sister.

María tiene a su hermana en baja estima.

"To hold something/someone in low esteem" es (mas o menos) "no tener mucho respeto para algo/alguien".

Literalmente, el sustantivo "esteem" significa "la estima".
