Ok. I see Lazarus posted this was common but I haven't heard it or can't remember it. I assume it means "come on!" but I don't know. This site Babylon 8 says it means "on your bike!". I hate that about internet sites. So many go unchecked with wrong information, especially chacha.com which is the worst site on the internet. Gracias.

YOu are right, it means:

come on!! or even: come off it!

Disclaimer: that sentence is idiomatic, and probably only used in Spain.

This expression is used to reject what you just heard (sometimes, but not often, without "ya"). It is a kind of "No way!", "Come on!"

My Collins give these two examples:

¡Venga ya, no seas pesado! - Come on, don't be such a bore!

Me ha tocado la lotería | ¡venga ya! - I've won the lottery" | "you're kidding!
