D.I.Y. ? D(o) I(t) Y(ourself or yourselfer) - A term often used to describe people who fix-up (repair or renovate) their own homes rather than calling a licensed contractor/constructor or other licensed professional (in this case, an electrician, apparently) to do the job for them.
SOS ? Originally the international distress signal (for ships, etc), used because of its ease in transmitting over Morse code lines (SOS ? - - - . . . - - - ). Now it is commonly used to signify any supplication for aid or call for help. Note that there should not be a full stop in between the letters of SOS (SOS vs S.O.S)
I would imagine that the title a D.I.Y.SOS was probably used to indicate (tongue in cheek) that this "amateur electrician" was in way over his head and was in need of/would soon be in need of help.
