No, outreach in the context of enrollment (schools) is not community relations, but recruitment. Therefore recrutamiento (recruitment) would be a better word to use.

Outreach could be translated as Programas sociales o Asistencia social and Enrollment as Matriculación o Admisión
.
Is it a school? Social security?
