I'm surprised that you haven't asked this question about why there is a tú form, because it's the same question.
Vosotros is the plural form of tú. Tú is used everywhere. That's Spanish.
For what it's worth, I've heard that the vosotros form was developed after the colonization of the Americas, and that is how it came to be that the vosotros form isn't used there.
Why do they use it in Spain? Because that's how you speak spanish. The real question is why don't try use it in Latin America. My theory is that the conquistadors made them call them by usted and address them formally so they just learned usted form and passed it on since they already had their native languages
