Absortas could be the tú form of an obsolete infinitive absortar, which means to strike with amazement.

Ventanillas is listed as "stop" in the SpanishDict dictionary link text, but there is additional information in reference to a possible legal term that makes it confusing. Is there more context that this taken from?

Absorto is the participle of absorber, we can also say: absorbido

ventanillas absortas , which I have never heard, might mean:

absorbed counters/ticket offices

Ok, the context of these two words is: 'y porque se les acabara el plazo para legalizarse antes de conseguir unos papeles que no saben cuáles son, y que han de ir legalizando ante ventanillas absortas, y caducan antes de ser aceptados en la ventanilla siguiente'.

HI Lupin again, I think they are referring to

counters with long queues, like absorbed by too many people.
