Technically a pájaro is a nonspecific term for a bird, but most typically will be used for a smaller bird that can fly, unlike ave which can be used for any bird...avian species.
One would be unlikely to call an ostrich or a penguin a pájaro, normally you would use ave.
But passerine birds, especially the small ones would typically be called this, although they are also aves.

Un pájaro is a kind of ave, un ave pequeña, from a woodpecker to a sparrow or a robin... un águila (eagle) is "un ave", but not "un pájaro", because it is too big to be considered "un pájaro"...
