A feminine noun is almost always used with feminine articles and adjectives (e.g. la mujer bonita, la luna llena).

b. bylaw
La ciudad votó una ordenanza que prohíbe la actividad minera en la zona.The town voted in favor of a bylaw that bans mining in the area.
This means that the noun can be masculine or feminine, depending on the gender of person it refers to (e.g. el doctor, la doctora).

a. orderly
En el comedor, los ordenanzas son los encargados de servir la comida a los oficiales.In the canteen, orderlies are responsible for serving the officers their meals.
3. (office worker)
a. messenger
