Unas tienen que ver con el reparto de poderes entre instituciones y entre países miembros, otras afectan a la cuestión ultrasensible de las identidades nacionales, y otras tienen por objeto evitar que nos encerremos en unas estructuras institucionales prácticamente inamovibles.
