The sentence is the headline of an article in a local Spanish language newspaper in Athens, GA,:

Nueva escuela al tope de latinos.

My understanding of "tope" is that it means "limit", but I'm not sure of its meaning here.

"Al tope" = completely full (overflowing with, actually)

Yes, I saw that, but I wanted to double check the meaning in context as there seems to be a number of different ways that the word can be used.
