What is the phrasebook? Where do you find it?

I have used this website for a while now, though I still do not know what the phrasebook is.
Can anyone help me out?

The SpanishDict Community Phrasebook is an outstanding resource for idioms, compound words, and phrases in Spanish—and it’s created, edited, and published by our outstanding members!
Or so says the phrasebook itself.
