why is "te amo" reflexive?

From what i understand reflexive is only used when the receiver and sender are the same such as myself himself herself itself.

So te amas and me amo make sense to me. But te amo doesnt satisfy this condition

A verb is only called "reflexive" when the action of a transitive verb is received by the same person doing that action, such as Me baño. So Yo le baño al bebé is the same transitive verb, but in this case it not used reflexively.

Te amo has a transitive verb that is not used reflexively.

So te amas and me amo make sense to me.

I agree, this is a terrible example of reflexive usage of a verb "you love yourself" and "I love myself". If this was given to you by a teacher, then I suggest that you find a different one.
