W H O started and W H O needs? Your question is very confusing.

Yep. The first subject pronoun is definitely needed, although you could get away without the second. That said, colloquially the "I" is commonly dropped from statements such as this and the subject pronoun becomes implicit in the verb (much like Spanish). - jellonz, Feb 11, 2016
Just to be clear, I’m not defending the absence of a subject pronoun here (SD is a language site and the language used should be correct). I'm just making an observation about colloquial usage. - jellonz, Feb 11, 2016
