"A partir de" means "starting at" or "from" as in:

"A partir de hoy..."

"Starting today..."

"A partir del lunes..."

"Starting Monday..."

It usually refers to something that starts at a certain defined time, without a clear, defined end.

"Desde" has a larger variety of uses. It also is usually translated as "from", but it also has the meanings of "since" and "for" it certain time-related senses. For example:

"Desde ahora"

"Starting now/from now on"

"Desde que..."

"Since...(something happened)"

"Trabajo aquí desde hace cuatro años."

"I've worked here for four years."

"Lo puedes ver desde arriba."

"You can see it from above."

"¿Desde cuándo viven ustedes en Madrid?"

"Since when have you been living in Madrid/How long have you lived in Madrid?"

A partir means from (a certain point or moment). Desde can,mean from or since or ever since.

No te veo desde el lunes. I have not seen you since Monday. Here you cannot use a partir.

However, you can say. A partir del lunes, nos veremos más frecuentemente. From Monday onwards, we'll see each other more often. You may use Desde el lunes...but it's more imprecise than A partir de.
