If Someone calls you a gringa , is it definitely a put down?

Not definitely, but it could be. Gringa, per se, just means foreigner (extranjera), but here in the US it usually means North American or Yankee (yanqui) and can be a deprecation. I suppose the nuance depends on your attitude towards foreigners or people that don't speak your language.

Mi apodo en Mexico con todos mis amigos es Gringo. Para mi no es ofensivo. Uno de mis amigos tiene el apodo gordo (because he is fat). El no tiene ningún problema con eso. Lo importante es el tono y el sentido de la persona lo que te dijo, gringa.

Gringo in Chile, generally is an American, but can be anybody who comes from Europe and or USA/Canada and does not speak Spanish.

Not offensive at all.

Now if i tell you gringo &^%$#, the word gringo in itself is not offensive. The offensive part is the "*&^%$"
