It can just be a irreverent statement stating that you are happy that something occurred or turned out as it did.
Thank God that they didn't raise gasoline prices too high for holiday travels.
It is not always meant as a religious statement, even though, that is how it originated. You aren't really saying that God is concerned with gasoline prices and thanking Him for preventing their rise.
It's often used with situations where chance or lack of voluntary control is involved. A similar pagan response would be "Thank the Stars".
On the other side of the coin, for Fatalists, Predeterminists, etc. that see God as omnisicient, onminpresent and controling everything that happens to us, it is a sincere wish similar to Praise God that....To offer thanks to God that He proposed to cause something to happen as it did.
