Why is such diligence given to All Caps?

I tried to type in a "Comment" field the letters USA, the abbreviation for my country, and I get this idiotic message :
Why isn't there a hot pink screen that warns people when they begin a sentence with a lower case letter that they are violating the spelling rules of the site, or they don't capitalize proper names in English, etc, etc?
I know that the moderators sometimes warn people about their spelling, so why doesn't SD leave the "all caps' thing to the moderators. If you're going to use software, then fix it so that it works logically. If not, let it be completely moderated by humans.

I am really surprised to see this thread to say the least, Jack, as this was discussed in length on this thread, in which you participated actively.
Why we are going over this once again is quite beyond me, look at my last answer on that thread, thanks, and if you have a suggestion for feedback, please go to the feedback tab, as I already suggested on that thread.

My question is "Why does the caps filter apply to members with a significant reputation (or badges, or whatever; I don't know what they all really mean)?
P.S. I've just done a test, and I can use capitals again. New feature?
Actually I've just tried to post in all the caps and it worked, the system didn't warn me! (just to make you envious

Using all caps is considered shouting which is rude and not allowed that's why the system refuses it! 
It doesn't work in the comments, I've tried that!
It's because the people who write forum software all listened to TERRAPIN STATION a lot and still hear the whistle screaming.
