In my opinion, it is not strictly grammatically correct to say 'they are/have etc' when talking about one person, but in reality this is what we normally say. To be correct I think we should say 'he or she is/has etc' - it's probably due to laziness that we say it the way we do. Following Pesta's comment I've had a look around and according to Wikipedia though 'singular they' is widespread in everyday English and has a long history of usage, debate continues about its acceptability
