Wow, looks like "The cold has shot it again" or "The cold has started shooting it again" ... either way, it doesn't make much sense...so I will let someone else give an "official answer." I am also curious. - webdunce, Apr 13, 2011
@South: Can you give more context? It'll be better to have an idea what that "lo" is. - Deanski, Apr 13, 2011

"Lo" definitely refers to "el consumo." It shot up because of the cold.

Two electric operators applied power cuts between 3-6 hours partly in the territory and have asked the Japanese to lower their consumption, something that had been done successfully even though the cold has now shot it up again.

Are you sure? Wouldn't the consumption of electricity increase when it gets colder? - SouthernChica, Apr 13, 2011
Nope, I'm not sure, that's why I deleted it after the first reading. You're right. It's better now. - Deanski, Apr 14, 2011
Thank you very much! - SouthernChica, Apr 14, 2011

There are some possible contexts used in our dictionary.

Now the cold has shot it up again. (say, the price of home heating fuel).

That meaning is under dispararse though, e.g., Los precios se dispararon. - Deanski, Apr 13, 2011
That is passive voice/intransitive or proniminal. It can be transitive. The cold drove up prices. - 0074b507, Apr 13, 2011
No te falta razón, Q. - Deanski, Apr 14, 2011
