What happens when you flag someone?
I earned enough points to flag. I just don't understand what it does.

Use it with caution, they get electrocuted by sparks coming out of the screen, like what the Emperor does off Star Wars...
It is used to report rude or offensive language among other things. You can learn more about it in the reference section under sec. III - 2.
¡Hola!
Flagging:
Report Site Problems Give feedback about anything and everything you feel needs the attention of the administrators and moderators. That way it can be fixed, explained, or deleted, so as to always be making SpanishDict the best it can be. There are three ways to report problems. One way is to send a Private message using the feedback form to explain the problem you have found. The form is found here ----> Feedback. A second way is to start a new Question Post/Thread and choose the "Website Question And Feedback Category" for the Posts category. Another way is to "Flag" either a Question or an Answer to a question as explained at 2., next.
Flagging Posts Flag problematic, unclear, inaccurate, spammy, or offensive posts so that a moderator can attend to the problem. As an alternative to "Flagging" a question or answer feel free contact any moderator or administrator by Private Message. For a view of some previous discussions about the use of "Flags" see these previous links ("Flag" is often discussed so the list is selective and limited):
Indiscriminate flagging of posts
Remember that you need 100 Reputation Points before you are permitted to Flag another member. When you exercise your right to Flag another member you reduce that members reputation points by 10 points that cannot be restored. Use the "Flag" option with mature wisdom and discretion. Remember that it is an expression of judgement over other members.

They have the power to take action against any rule violation. Initially, these ombudsmen will warn the offender of an offence and if the warning goes unheeded, then he/she may be deleted (exiled/banished) as a member from the site.
Decisions to delete threads or posts, or the banning of certain members etc. are never discussed in public.
In conclusion:
This is a long reply to a short question. None of us ever wants to be a tattle-tale, stool pigeon or finger pointer, however, sometimes that kind of behaviour should not be avoided. We are all of us on a search for the wisdom to know when to blow the whistle, so to speak, and when to be silent. Be friendly, be fair, be open and accepting and at the same time have limits and be firm in applying them.
Muchos saludos/Best regards,
Moe
They lose reputation. Or explode. One of those. I get them mixed up a lot.
If you flag someone who deserves it they completely ignore you. If you flag someone who doesn't deserve it they feel hurt. I've only flagged a couple of people who were purposely using language that would embarass a marine. I also edited their posts to remove the language and asked for moderator attention. I consider it a measure of last resort. I advise using it with extreme caution.
