Elevado todo los tiempo!
What does this mean? the person who wrote it does not speak Spanish, just a rough translation would be good. thanks

I can understand Jeezle's confusion. It is very hard to tell what that can possibly mean without a context, aside from the fact that the sentence is not grammatically correct.
If you want a "rough" translation without further context, you can do just about as well using the automated translator tool we provide at this site.
"high all the time" or "elevated all the time"
I can't see it. Estar en un estado elevado todo el tiempo would mean to be in an elevated state all the time.
Edit: Maybe there's an idiom that I don't know about. I guess we'll know soon enough.
