The funny thing about Spanish is that to ask a question, you just make the statement sound like a question.
Seriously.
So you would say "We are going out" with an inflection to make it sound like a question.
The verb for going out is salir. If you scroll all the way to the bottom, the conjugation is there. You just have to find the conjugation for present tense nosotros. One of the examples for the first definition even has the perfect example for you:
¿salimos al jardín? -> shall we go out into the garden?
¿vamos a salir?
