¿Adonde ha acudido Obama?
To where has Obama gone today?
A: Obama ha acudido hoy personalmente al Congreso.
Obama has personally gone to Congress today.
Should I use the present perfect in the question?

I would use the preterite in the question - ¿Adonde fue Obama hoy?

HI rooky, nice post
Your choice is perfect. The use of present perfect and past simple is such a difficult ordeal for students of English, but in Spanish it is mainly regional.
here in Madrid we use present perfect, for finished actions, for not so finished actions...I mean, we always use it.
However, in Galicia for example, the past simple is used, to me it sounds rather weird...jeje
So, your sentence sound perfect to me
