I have tried using que tiempo hace with like 10 to 12 hispanics and none of them understood they all said I should use como esta el tiempo. they were mostly Mexicans but also from Honduras and Guatemala.

Seria correcto tambien to say 'que tal el tiempo'?
No estoy seguro pero por alguna razon, esto esta bien metida en mi mente
