The adjective shown in sense 1) is always used after a noun.

An adjective is a word that describes a noun (e.g. the big dog).
1. (selected)
a. elect
El gobernador electo tomará posesión de su cargo mañana.The governor elect will take up his position tomorrow.
This means that the noun can be masculine or feminine, depending on the gender of person it refers to (e.g. el doctor, la doctora).
2. (selected person)
a. elected member
El electo pronunció un discurso de agradecimiento.The elected member gave a thank-you speech.
