La OSSI concluyó que el lugar que ocupaba el Servicio en el organigrama daba lugar a una asignación ineficiente de los recursos y obstaba a una prestación eficaz de servicios. Por otra parte, nada obstaba para que, una vez en su país de origen, los deportados solicitaran, por los medios legalmente establecidos, su reingreso a Costa Rica con la finalidad de llevar a cabo las diligencias tendientes a denunciar los hechos.	Nothing prevented the deportees, once in their country of origin, from requesting, through legally established channels, readmission into Costa Rica in order to take the steps necessary to report the incident.
Algunos expertos señalaron que el fortalecimiento del acuerdo internacional sobre los bosques no obstaba para que se siguiera perfeccionando un instrumento jurídicamente vinculante en el futuro, si así lo deseaban los Estados miembros.	Some experts noted that a strengthening of the international arrangement on forests would not preclude further development towards a legally binding instrument in the future, if that was the wish of member States.
