De no ser así, todos los esfuerzos realizados hasta hoy, y los que se hagan en el futuro, serán insuficientes para alcanzar las metas fijadas y terminarán en el colapso de una reforma en la que nos hemos empeñado de manera sincera, dedicada y perseverante.
