En todos los demás casos, la Comisión considerará la supresión del buque de la lista únicamente si se cumplieren las siguientes condiciones:	In all other cases, the Commission shall only consider removing the fishing vessel from the list if the following conditions are fulfilled:
Cesa la incapacidad de los menores por la mayor edad, el día que cumplieren 21 años, y por su emancipación antes que fuesen mayores.	A minor's legal incapacity ceases when he achieves his majority at the age of 21 or if he becomes emancipated before that age.

If during the reference period targets are not met, the Commission shall apply the appropriate measures specified in the performance plan with a view to rectifying the situation.

Sin embargo, cuando ni el licenciante ni el licenciatario cumplieren plenamente sus obligaciones en virtud del acuerdo de licencia, este acuerdo estaría sujeto a revocación en virtud de dichas recomendaciones.	Where neither the licensor nor the licensee has fully performed its obligations under the license agreement, however, the license agreement would be subject to rejection under those recommendations.

Cuando las condiciones que se contemplan en las letras a) y b) no se cumplieren, las condiciones de reembolso serán las mismas que si no hubiere existido un caso de fuerza mayor.	If the conditions laid down in points (a) and (b) are not respected, the terms of repayment shall be the same as if circumstances of force majeure had not occurred.
