I think 'Oye personas' is not used at all. If the original English expression for 'Oye personas' is 'Hi people!", the Spanish equivalent would be:
'¡Hola gente!' or '¡Hola todos!'

I agree, but I was pointing out that the "word" personos in the title of this thread is not a word. She meant "personas," even though "gente" or "todos" would have been a better choice.

Oh would it not be that Pablo_? I thought "Soy de y vivo en el estado de Tenesí" meant "I'm from and live in the state of Tennessee"
I think it's not necessary to use "Soy de y" because at the end of the sentence you already have another "de" ("Soy y vivo en el estado de Tenesí").
No es necesario utilizar "de" dos veces. It's not necessary to use "de" twice.
