No, not "Estoy seguro de que ...", just "Estoy seguro que ...". That is known as a dequeísmo, an incorrect use of de and que together.
I'm afraid it's the other way around in this case; leaving out "de" is an example of "queísmo" and is not recommended.
Thank you, Mr. Duck. RAE says it; Lazarus confirms it; I stand corrected. I guess I was instructed incorrectly somewhere along the way about this expression being a dequeísmo.

My fault for abbreviating the quotes. Actually the original statement was made by Nikita, hence the feminine. Eddy was only correcting her statement.

is mal here an adjective and not an adverb'...should it not be (mi español) malo.

I think you are right about "malo". I don't think ser can be followed by an adverb. However, many times the verb estar is followed by an adverb, like mal. I would like someone who knows for sure to clarify and expound upon this.
