How would one say in Spanish, my mother "is forever telling me to"...? Or does the phrase solely exist is English'

I can also think of :

NO hace más que decir....
No para de decir.....
Se cansa de decir.....

We say "always" (siempre) rather than "forever":

Mi madre siempre me está diciendo que... [verb in subjunctive]
