hi heidita
ahora comprendo.
leo un libro de cuentos en español y contiene texto paralelismo. español sobre la página al izquierdo y inglés sobre la página al derecho. después de leer el español, yo formo en mi mente lo que pienso quiere decir el ecritorio, pero cuando leo el inglés, las palabras son totalmente diferente, pero con el mismo sentido. tengo que reeducar la mente. a propósito, gracias por las corecciones.

Hi motley, well, more or less. I would have said, more colloquially:
..su lengua materna , por eso se puede.....

We just have to keep telling ourselves, "do not translate literally" , fine, but try to put it all together in a sentence, when you are talking to someone. My conversation has to be very basic.

heidita, would you have said it that way in conversation'

You are right, Eddy, but I thought in English this would be the best translation here.

From which we can conclude...sounds rather awkward, don't you think'

Spanish is his/her mother tongue , therefore one can affirm/assure that it's the second non-official language in this country.

It's all those little extras that drive me loca, por this, de that & throw in a few a's, se's, si's, que's & especially lo's.

por lo que can mean "judging from what or judging by what" example
por lo que dicen - judging from or by what they say.
in this instance it is probably saying "judging from which one can"

Spanish is his mother (lengua) tongue or language, por lo que se puede (not sure, but maybe being able) to affirm that it is the second non-oficial language of this country.
