DRIVERS SAFETY POLICY is the title of the driver's safety policy of the company for which I work for. These drivers drive company vehicles and many of them can't read English. I wouldn't say that these are a set of rules to follow because they have been given a set of rules to follow when driving more like what to do and what not to do while driving. But in this case, this policy includes things such as safety guidelines and consequences for drivers who might be involved in an accident or anything of that nature for not following the company safety guidelines. I hope this is enough context....
The word policy as used in the original is a bit vague. It might mean the policy that an organization (such as a city bus department or a taxi company) has regarding the safety of its drivers. Or, it might mean the rules that the drivers are expected to follow to ensure their own safety. In that case, it might be translated as "Reglas de seguridad de conductores." ¿No sería "Normas de seguridad de conductores"? "Política" me suena como algo que viene del gobierno.
