Notice from Local Town Hall

This message was put up on a number of empty shop windows near our apartment complex - I think it has something to do with the condition of the area and was produced by the local Town Hall, but can't work it out. Can anyone help?

The neighbours are asking for help to keep the place clean and in good shape, as they think, which is possibly true, that it is rather deteriorated
