Can somebody please help me?

Actually the cologne carnival is declared open on the 11th of November at 11 minutes past 11. But the Street carnival, a week-long street festival, takes places between the Thursday before Rose Monday and ends on Ash Wednesday. So this year it would be from 19.02 ? 25.02.

En realidad el Carnaval de Colonia esta abierto en el 11.Noviembre a las 11.11. Pero el Carnaval de calle ('''), un festival de calle todo una semana, celebrar entre jueves hace 'Rose Monday'? y 'Ash Wednesday''. A consecuencia de eso, eso año es de 19.02 a 25.02

De hecho, el carnaval de Colonia se declaró abierto el 11 de noviembre a las once y once. Pero el carnaval callejero, un festival que dura una semana, tiene lugar entre el jueves antes del Lunes de Carnaval y el Miércoles de Ceniza. Por tanto, este año serían entre el 19 y el 25 de febrero.

Sorry, I only looked at the hace that you had wriiten in the Spanish section. Hasta is incorrect.

es declarado abierto (passive voice')
