When speaking about something in spanish and one wants to say its instead of Liverpool for instance -
Liverpools waterfront is wonderful
Liverpool is a lovely city.
Its waterfront is wonderful

Yes, you can, if you want to say that Liverpool is unique, and so is its waterfront. If you want to say that Liverpool's waterfront is unique, then you better say "El paseo marítimo de Liverpool es único".
