Does "se entiende" mean "understand" or "agree to" in the following sentence? (The dictionary gives both as possible meanings)

Context (jejeje):
Te prometo que revisaremos los convenios que se han hecho con las iglesias donde han sido instaladas dichas ´plantas y creeme que si no se entiende bien la responsabilidad de cada una de ellas se les retirará para instalarlos en otro lugar que lo necesite y sea responsable en su funcionamiento.

My attempt:
I promise you that we will review the covenants that have been made with the churches where these systems had been installed, and believe me that if each one of them doesn't agree to [or possibly it says 'understand'] their responsibilities, they will be taken away from them to be installed in another place which needs them and which will be responsible for their functioning.

Dang, I thought I had included plenty of context :( They are water-purification plants (systems), and the subject under discussion is whether or not the churches fulfilled the responsibilities they agreed to (in a document called the "covenant") when the systems were given to them.
Does that change your responses'

This seems to refer to an agreement with a landscaping company that has installed plants in churches. Heidita's version is pretty good, but here is my attempt, for what it's worth.

I promise you that we will review the agreements that have been made with the churches where said plants have been installed, and believe me, if it is unclear what each of these [plants] requires, they will be removed and installed elsewhere where they are needed and where they will be taken care of responsibly.

I think that "agree (de acuerdo)" is the term more convenient inside the context you are using.
