I would go with "quejica".

I guess you could also just say, 'él/ella se queja mucho'. Personally, I always use 'quejumbroso(a)'.

Collins lists Quejoso being the same as Quejumbroso. No doubt Lazarus could explain if there is a slight difference in meaning.

Not to go against what Lazarus said, but I have always heard quejón/quejona. I think I've also heard quejoso.
