can't figure out 'I am speaking to you'. I also need to learn 'fellow citizens' 'Congress' 'President' and 'Candidates'. Yeah, political stuff....

Orthography rules change from language to language: "presidente" and "candidatos" should definitely be written in lower case in Spanish, unlike "Congreso".

In a speech, it would probably be a plural you. Les hablo, etc.

Fellow citizens= Conciudadanos
The expression "I'm speaking to you" can be "Te hablo" or also "Te estoy hablando".
