Eligible = apto, cumplir con los requisitos
-I'm not eliglible to get help from the state.
-No soy apto o no cumplo con los requisitos para recibir ayuda del estado.
You would be eligible to receive help from the state, if you don't have a job. You do have a job so you are not eligible.
