Dear Parents of Mr. M's sixth grade class,
Coupon books:
Recently, coupon books were sent home with students. Students are to sell these books for $12 each by taking the order, collecting the money, and giving the order and money to the school. Students must return the coupon books taken home unless $12 is sent to school for the book. I apologize if this was not fully explained to the students, as I was out sick the day that the coupon books and order forms were sent home.
Sly Park:
The Sly Park trip is in April of 2009. Before that time, each student must earn $250 to pay for the trip.
The forms which have gone home about Sly Park:
- Permission to attend Sly Park. To be accompanied by a 25$ deposit for the trip.
- Permission to sell candy bars. The candy bars are sold for $1 each. Each box contains 50 candy bars. When a permission slip is signed, the student takes home a box of candy to sell to family, friends, and other familiar people. The student may take home another box of candy to sell when he / she returns the $50 from the sales of the first box. $25 is earned toward the student's trip for each box sold. 10 boxes of candy sold will fully fund your student's trip to Sly Park.
For those who do not know about Sly Park:
Sly Park is a one week camp where all sixth graders from D L Elementary learn about earth science and conservation. It is a school led by a principal and taught by teachers just like a regular elementary school, but at Sly Park students will go on nature hikes to see the things discussed in class. Students are not required to attend Sly Park. The trip costs $250 and is due before Spring Break of 2009.
Pod Library:
We have many videos and books about various topics including sign language, science, and history in the center of our building, Pod 4. Parents are welcome to borrow any of these materials through the school library as well as any materials from the library itself. All you need to do is sign up in our school library for this service.
Open Door Policy:
Conferences do not need to be reserved for IEP meetings or student conference week (in November). We both want your child to succeed. Open communication is the first step toward that goal.

This isn't a very constructive comment (sorry), but I don't think any of the translations suggested quite fit "open communication" in English. "Open communication" has very little to do with "free speech" (political) issues. Basically it means that the two sides are talking to each other in an effective manner, without any feeling of fear of offending each other; knowing that the other side is listening, etc.
As James has said, this is not a professional translation site. (With that said, I certainly hope you appreciate the time that some of the members have spent working on this for you.) If you have so many students from Spanish-speaking homes that you need to translate the letter, what are you going to do when the parents call the school or come for parent-teacher conferences?
More and more school districts in the U.S. have translators on staff or on call. (Mine did, in rural Missouri, of all places.) I would strongly suggest that you need a professional translator / interpreter, especially because of the legal ramifications & confidentiality issues when IEP's, etc. are discussed.

It may help you to think of "homo habilis" (I'm not sure about the ending of the adjective) as used in archaeology for some level of "tool-making/using humans". Most English dictionaries will still list "habile" as meaning "skillful" (although they'll probably mark it as obsolete). Even in modern English you'll sometimes hear someone say (for example) "He's a very able musician (or whatever)", which means, not that he is able to play music but, rather, that he does so very skillfully.

In Spanish "una habilidad" can be natural or learnt. I was wrong in choosing the word "gift", but what I wanted to say is that "habilidad" is the capacity of someone to do something better than others.
"Conversar libremente" has not a degree so it can't be a skill.
A skill is a gift'''''? tell that to a musician taht has spend half his life mastering his art. Or how about the plubmer that has earned the skill of his trade by observing and practicing his instructor.
You might be thinkin about talent. One is born with a talent ( a gift); one has to work to acquire an skill.

Also some peple are unable to vocalize their feelings openly and freely.I think that this is wghat the letter is talking about. The English version of this letter is confusing or not clear.
About de last sentence and answering to Gus I would say:
"La capacidad de conversar libremente".
Conversar libremente no es una habilidad, puesto que todo el mundo puede hacerlo.
Note , the last sentence of the letter should be,
