pujanza".
Translation:
"The characteristic features of the urban crisis we present reveals a peculiar/particular situation according to which, under the effect/impact of a rapid transformation of the global economic scene, the city experiences simultaneously decadence and power."

The city, featured in this critical portrayal reveals a particular situation in which, under the impact of a rapid global economic transformation, the city continues to strives simultaneously in a state of declination and power.

Your translation is pretty good, but I'll give my version, and you can use whatever parts you like.

Our depiction of the city's crisis reveals a unique situation in which, under the influence of a rapid transformation of the global economic scene, the city is in a state of both decline and vigor at the same time.

I wouldn't use decadence for decadencia, because that English word has other connotations (excessive luxury and leisure), while the original seems to be saying that the city seems to be dying while at the same time being very vital (full of life).
