Hi! If a person closes a letter with the phrase, 'Hasta Siempre', what does that mean? Is it a nice thing to say to a friend or is it for a boyfriend'

I looked up siempre on the site dictionary

hasta siempre = farewell

It means forever. I would think it would be used mainly by lovers expressing their undying affection.
