Since your profile says that you are fluent in Spanish and learning English, I'll provide some possible examples for you, in English. The basic meaning is "to make stronger".
Military context: to send additional troops or (when referring to a position) to build/strengthen things like revetments, bulwarks, etc.

Engineering context (which I guess would be familiar to you): to make reinforced concrete or to reinforce (for example) walls/foundations by adding beams or other kinds of bracing.

Psychological: (often positive/negative reinforcement) to reward/punish certain behavior so as to encourage/discourage it.

Educational: (similar to psychol.) e.g. "Doing the following exercises will reinforce your understanding of ...".
