Military context: to send additional troops or (when referring to a position) to build/strengthen things like revetments, bulwarks, etc.
Engineering context (which I guess would be familiar to you): to make reinforced concrete or to reinforce (for example) walls/foundations by adding beams or other kinds of bracing.
