Question: how to type accents etc on a laptop

I'm accents and tilde challenged... in spite of changing my keyboard to mexican/american international, I still can't do it. I've got an HP laptop, less than a year old and are using windows vista basic for pc.
Is there a computer genius out there who can tell me where I'm going wrong PLEASE'
