The following is the first sentence in an article I was reading:

Otra vez una topadora asesina en las calles de Jerusalén y el pescado sin vender.

Can anyone explain the idiomatic expression "el pescado sin vender" in this context.

Simplified: once again we have an assassination in the street and nobody does anything about it.

Ell pescado sin vender= nothing is done, nobody is working....

One possible origin:

...y el pescado sin vender

En épocas en las que no existían los modernos métodos de refrigeración y congelación, el vendedor de pescados tenía su mercadería desde la mañana temprano. Con el correr de las horas, las piezas se iban deteriorando. Por eso, si a cierta hora del día no se habían vendido, el hombre comenzaba a preocuparse.

If at the end of the day, he hadn't sold the fish, he started to worry....(if nothing had been done during the whole day...)
