The literal meaning of onda here is closer to vibe (vibration) than to an actual wave (although vibrations do in fact consist of waves). So it's like "What's the vibe'" When I say "What's up'," I'm not really asking for an account of what is happening at the moment. It's just a casual greeting. Of course, if something momentous has occurred, your reply could include that.

If the person really wants to know what has been happening with you, they might ask "¿Qué me cuentas'" or "¿Qué hay de nuevo'"

It's not honda (which is something else), but onda, which means wave. It just means "What's up," so your reply would be the same as that to "¿Qué tal'"
