Yes, that is what I was thinking. Another possibility, though, is that it means "explain how they know each other."

It could make sense in the context of a school question. Explain how they meet....the student then watches a video or reads a paragraph detailing what happens.

This sentence in the present form doesn't have sense. It has to be "cómo se conocieron Pepe y Ana", meaning how they come to know each other, how they encounter the first time. This is a point in the past, not an action in progress as it would be with a present tense.
